DISCUSSION Selling 20 acres of land to Bernard Schoeder which boarders land he already owns. He has been renting the land since 2015. The property contains a dry run/creek area and an old conservation dam nearby. Most of the land is believed to lie within the floodplain. Used it for pastureland. Some of the land is tillable land. The land hasn’t been used by the village in years. We would need to get the land surveyed and split into 2 parcels. We want to do it the legal way to make it open to others that may be interested. Bernard would like us to put it up on auction instead of sealed bids. We will get in contact with Hines Auction on the steps we need to take.

DISCUSSION Public Works Chris said there was a problem down at the ponds. He had to put in an emergency call for a guy to come in to fix it. He had alarms indicating a malfunction which required him get up every 3 hours to manually start the pump. A muskrat or similar animal damaged equipment wiring associated with the pump and holding tank system. The animal reportedly chewed through transducer and float wires, resulting in repair costs totaling several thousand dollars. The contractor suggested installing a stainless-steel protective cage or screen to prevent animals from accessing the equipment in the future. Chris asked if the village would like to sell the big claw for the payloader. He would like to use the money we get from that and put it towards something for the skid steer. We could put it on a couple auction sites like Wisconsin high bid site or Wisconsin.gov. We have had pretty good luck using those two sites in the past. Backwoods Electric got the electrical work done at the campground just in time before season opening. He had Jerry and Glenn down there helping get the sewer and water hooked up. Chris talked to Chad with the county and received the pricing information for the new street signs. It will cost $100 per sign installation, including post, hardware, and sign. It will cost an additional $30-40 for the cross-street sign. We know we will need 6 up at the Cemetery. We will figure out how many there are on the new named Bay View Street. We will need to get the names recorded up at the county for the GIF / 911 system. The benefit of officially recognizing and maintaining the roads so the village can receive additional state road funding based on total roadway mileage. Chris informed the board that a recent Diggers Hotline ticket revealed an issue involving a new home construction project on County Rd EE. It was discovered that a previous employee had failed to properly inform the property owner of the required water and sewer hookup fees and had not provided the correct application paperwork. The property owner was initially upset upon learning of the unexpected $6,000 hookup fee requirement. The village is willing to work with him due to administrative error from the previous clerk. Allowing him additional time for payments of the remaining balance. Chris presented the annual CMAR report and noted that the report again received all “A” ratings. The report was completed ahead of schedule this year. We must pass the resolution before he can get it turned in. Chris revisited prior discussion regarding angled parking near the History Center to improve accessibility and parking availability during public events and open houses. Chris and Jerry agreed to meet with representatives from the History Center to review options and return with additional recommendations if needed.

DISCUSSION – Update on late IRS payment – We did send in a check for $86,237.49 that has been cleared. We did receive another letter saying we owe another $18, 081.19 from Sept 2024. So, the total will be $104,318.68, that is with penalty and interest. Audit update – We are still several years behind. They are currently working in the year 2022. Once they get the reconciliation done, they will move on. The village has ongoing investigation efforts initiated with law enforcement. Well project is coming along. Additional engineering plans are required before a test well can proceed. The DNR requires further documentation before approvals can move forward. The delays are expected to push the project timeline back several months
DISCUSSION – To have summer hours for the office. Lisa offered to have dump keys available at her business (Outpost Bar and Grill) during regular bar hours to improve accessibility for residents. Monday – Friday 11:00 – 8:00 and Saturday – Sunday 9:00 – 6:00.

DISCUSSION to allow for a sendoff parade event for June 14 for few local soldiers deploying to Kuwait. Temporary close Main Street from Wabash to 5th Street during the parade.

DISCUSSION – Junk Vehicles unlicensed or unregistered fines. Vehicles need to be covered with a tarp or behind a fenced area. May face a fine of up to $259.00 daily. Warning letters were sent out to a few residents. Board agreed ordinance language should be reviewed at a future meeting
MOTION – Motion made to enforce current ordinance with a $100 fine and additional daily penalties after two weeks by McConnell / Zarza, motion carried
DISCUSSION – GFL contract – board discussed exploring alternative providers when current contracts expire.
DISCUSSION – Discussion regarding expanded community use of the Bombers baseball field. There were a few suggestions like the youth baseball or softball and outside tournaments usage.
DISCUSSION – Tabled from last month. Discussion regarding correcting property boundaries involving an alley and adjacent property owned by McConnells. Proposal discussed involving exchange of equal square footage and updating survey/property lines.
MOTION – To get property surveyed and do a swap between the village and McConnells by Ebensperger / Johnson, motion carried.
DISUSSION – Discussion regarding ownership of vacated Tank Street Property and possible sale/vacation of land associated with old street layouts. Ongoing title and property research is being conducted so this discussion is tabled.
