VILLAGE BOARD MEETING June 11, 2025

Call meeting to order: 6:30pm

MOTION to accept May 14, 2025, Meeting Minutes by Ebensberger / Baker motioned carried

DISCUSSION: Campground Refund –A Letter was received and reviewed from Jeff & Lonna Broze for no electrical power at the camper for 5 weeks. They are requesting a $480.00 refund. Greg Liebelt was at the meeting, and he broke it down to days with no power. He is requesting $516.04. The board will discuss and send out a letter within the next week on the discission. An update to the seasonal letter will be completed to clarify some of their issues with Seasonal Campground rules.

DISCUSSION: Chad with Bev Comm said they are updating and will start boring for Fiber Optic coming into the Village. They have covered most of it along Hwy 35 and hopefully it will be done this year. Contactors will be brought in to put in the inner duct. They are meeting with homeowners to get the property access agreement. Then we will know if there are any electric going into sheds or dog fences. We identified eight locations that are being operated by the village. Going to put the cables into the bath house at the campground. Set up a meeting with Chris to go over diagrams and see what could be in their way. Hopefully we can have everybody changed by next year to high-speed internet.

PUBLIC WORKS – Chris has completed the CMAR report which we must pass the resolution before he can get it turned in. Motion made. Alex Vodinelich would like to change his utility to residential instead of multi-family since he no longer has an apartment in his home. Motion made. Jerry got the sink in the campground bathroom fixed. It was the eye sensor that went bad. Since we can no longer get parts, he suggests we start switching out to the push kind that will stay on for 10-15 seconds. Mike Celt from the Bombers would like to have 6 7 stumps removed down at the ball field this fall when the guy comes and removes them at the campground. He said they will contribute to the cost. Dan from Core and Main came to the office to work with Sandra and Kim on the meter program and helped get that all in order. Hopefully next month for meter readings it will go smoothly. A guy called a conference in La Crosse on June 20 for $25.00. Chris will earn 5 credits towards his license. Motion carried. Chris took the brush hog down by the baseball field. Hard to tell where the property lines are. Just did a straight pass by the gate. Seen the surveying guy there. Think he was just checking to see if his stakes were still there.

MOTION to Approve Alex Vodinelich changed back to Residential for utilities by McConnell / Baker, motion carried

MOTION to Approve Chris to attend Conference in LaCrosse on June 20 by McConnell / Ebensberger, motion carried

MOTION to Approve Liquor License – Handy Mart, Dollar General, Sabes. Loft, Chef Shack & Outpost motion by Baker / Ebensperger, motioned carried

MOTION to approved Operators License for Brittany Schommer, Whitney Raphel, Marlene Cliff, Casadee Hoyer, Tiffany Hanson Shayla Hamann by Ebensperger / McConnell, motioned carried

MOTION to change Operators License to 2 years at $25.00 by McConnell / Baker, motioned carried

DISCUSSION Owens Contract – We will be getting a reevaluation done and Kelly Owen would like a camping spot for the month of August at the campground. Instead of paying a camping fee she will take that money off the fee the village must pay her for the assessing work that she does.

MOTION to Approve the Hazard Mitigation Plan by McConnell / Ebensberger, motion carried

MOTION to Approve the 2025-3 Resolution Reduce Tax & Payable to (0) zero by Baker / McConnell, motioned carried

MOTION to Hire Scott Halverson to mow the cemetery for the remaining of the year by Baker / McConnell, motioned carried.

DISCUSSION Jesse would like to remain the one who digs the graves for the cremations. He charges $400.00. The same price that John Halverson does, who is Jesse’s back-up when he’s out of town. Weekends are an extra $200.00. Ellsworth also charges the same price. Prescott & Big River charges $450.00. Leave the grave marking fee at $50.00. Sara continues entering information into Crypt Keeper. The goal is to get to the point where we could use a GPS locator mapping program once it’s done. To make it easier for people to find loved ones in the cemetery we would like to come up with street names. Jesse will work with Sara to get the maps in order.

MOTION to not allow families to dig their own hole for cremation by McConnell / Ebensperger, Baker opposed, motion carried

DISCUSSION Public Service Commission – Public Hearing on Rate increases on July 1.

MOTION to go into closed session – roll call vote per Wis.State 19.85(1)(g) to confer with Legal Counsel either by phone, in person or by written advice concerning strategy to be adopted by the board with respect to litigation in which is involved with Campground Refund.

MOTION to Return from Closed Session – roll call vote

ACTION FROM CLOSED SESSION:

MOTION from closed session to offer $500.00 refund to the 4 campers without electrical power for 5 weeks, which will cover their deposit for the 2026 camping season by Baker/McConnell, motion carried

MOTION to Approve Bills by Ebensberger / McConnell, motioned carried
