VILLAGE BOARD MEETING February 11, 2026

Present: Roger Spindler, Terry Johnson, Jerry McConnell, Jon Ebensperger, Chris Zenner & Sandra Goulette

Call meeting to order: 6:30 pm

MOTION to accept January 13, 2026, Board Meeting Minutes by Ebensperger / Johnson, motion carried

DAVY ENGINEERING – Unable to attend this month

DISCUSSION – Public Works Chris Zenner reported there was a problem at the well house last week. The motor went out in the big panel. They couldn’t get that part anymore, so they ended up throwing a VFD in there and that is going to cost some money. We needed to get it started right away so we needed to get a company out to throw a temporary thing in there so I could get some water in the water tower. It cost $960.00 to get everything back up and running. The new VFD will cost around $11,000.00. We will apply for a small refund from Focus on Energy. May be only $500 – $700. A couple weeks ago Roger got an email from DNR that some reports haven’t been done for the last 3 years. After some investigation, the emails were never forward to me. We worked with the DNR and now we are all caught up on them. The DNR now has it on my switchboard and has my right email address. A person from the conference said they would like to come to do an energy audit on our system buildings. It’s free from the Rural Water to see if there are ways for us to save money. I ran into a guy that could get our sample working again. It hasn’t worked in 3 years at the lift station. He really doesn’t serve our area but goes to Alma occasionally and would swing by.

DISCUSSION – Post bids for mowing the lawn at the cemetery

DISCUSSION – Bay City Committee taking over all finances for Bay City Days. We would like to see them as an entity of their own. We will check with our insurance company to see if they will fall under our policy.

DISCUSSION – Feral cat problem within the Village of Bay City. Call to see if GFL may want some taken to them.

DISCUSSION – Cedar Corporation to continue taking care of CDBG loan program.

MOTION – To let Cedar Corporation to continue managing the CDBG loans by McConnell / Ebensperger, motioned carried Approve / Deny – WMCA Conference April 15-16 in Eau Clarie for Sandra

MOTION – to Approve Sandra to attend the WMCA Conference April 15-16 in Eau Claire by McConnell / Johnson, motioned carried

MOTION – to go into closed session – roll call vote per Wis.State 19.85(1)(g) to confer with Legal Council (either by phone or in person) who is rendering oral or written advice concerning strategy to be adopted by the board with respect to litigation in which it is involved with Village Property. Wis.State 19.85(1)c for considering employment, employee compensation, promotion and evaluation.
