VILLAGE BOARD MEETING April 9, 2025

Call meeting to order: 6:30pm

MOTION to accept March 12, 2025, Meeting Minutes by Ebensperger / Johnson, motion carried

DISCUSSION: Brenda Kelly called in with update. She will present a Power Point Presentation next month. There is a new component of the project coming online this year. LS Marine will anticipate to starting probably in May or June. Subcontract J.F Brennan has offloaded some of the dredge pipes. Which will be wrapping up on Thursday. A new feature is Island Four that is going to fall under a separate program. That’s the navigation and ecosystem sustainability program or as we will say easier NUSF, NUSF is water resources development act. Island Four initially was part of the project. But due to funding constraints we pulled out of that large island and this NUSF program was able to pick It up. It’s going to roughly come in at about eight million dollars. That contract was awarded to Newton Marine. They will have a barge come up from St Louis and moored in the main channel. They have their own pump barge that’s going to facilitate moving the material from replanting to the pump unit where it will relocate on into a pump unit where it will be moved through pipes, hydraulic dredging over to the established Island Four. Island Four is located off the stint of the boat launch in the Bay City Campground. That construction will be close, so you’ll be able to see what’s going on right from shore. Planning to get the Kiosk fixed up that was damaged during the winter and getting some maps and educational information materials, so people know what’s going on. They need Katrina cut as a thoroughfare to be able to travel on and transfer equipment. So, they don’t have to barge transfer from one side to the other.

PUBLIC WORKS – Chris Zenner- Sold the Ford Tractor. The Plow & Sander was removed from one ton, and it was cleaned up. Backwoods will be installing new electric down at the campground. Travis is waiting on Xcel to finish their design and engineering. They will be there on Monday. We are getting ready to open the campground. Steve and Penny were told not to let campers set up permanently so they can pull in or move out if Travis comes back to put the switch and pull old stuff out. Campers are happy to have the 50 amp and understand what’s going on. Dredgers want to store boat trailers down at the ponds for the summer. Offered $25.00 / Trailer. Roger and Chris went and looked at Meixner’s property. Nothing Is back in the original state. The deadline is June 1st. Talked to Street Sweeper to come down after the campground opens. No rise in the cost this year for that. Brady is supposed to look at the Village Hall and give us an estimate of replacing Windows. If we apply for a Grant, we will have some numbers to work with. October will be his wastewater seminar.

MOTION to approve Chris Zenner to attend WWOA Conference October 14-17 by Johnson / Ebensperger, motion carried.

DISCUSSION: Tractor / Skid Steer Budget is a little tight. We could do it if we finance. With the tractor trade-in it would be roughly $43,000. We could buy the Skid Steer with just a bucket and mower. Rent the other attachments from Ripley’s when we need them. We will see what the payments and interest rates are. Possibly putting some money down. See what kind of Government financing we could get. We have been outsourcing some of the work this way we could do it ourselves. We could hold a special meeting if we need to just on this issue.

MOTION to approve Bay City Bombers Picnic License & $100.00 donation by McConnel / Ebsenberger, motioned carried.

MOTION to approve Operators License for Ieshia Mike & Hunter Smith by Johnson / McConnell motion carried.

Discussion: Vacant Building Ordinance – Tabled from last month. Upped Fee’s Single Family from $75 for 1st year and $150 2nd year and thereafter. Multi -Family home $50 per unit 1st year & $100 per unit 2nd year and thereafter. Have Bob Loberg review ordinance.

MOTION: To have Loberg look over the Vacant Building Ordinance with changes by Johnson / Baker, motion carried.

DISCUSSION Bay City Days July 18-20. No contract has been signed with Arcade Highway LLC at this time. Both Outpost and Sabes Loft will be doing their own thing. We will need to find someone to run the parade. But the village staff can send out invitations for the Bay City Prade on July 20 at 10:00 am. Reach out to 4-H groups, Boy Scout, Girl Scout & Legion. Allow 4-5 hours of village staff to work on invites for the parade.

MOTION to support the bouncy house if it’s within the $1500.00 budget by Baker / Johnson, motion carried.

DISCUSSION Sand Island. Do we pursue getting Sand Island? For Sand Island to remain public land. Contact Ryan Simatic for either a Quit Claim or a Lease with Pierce County. Not to exceed $10,000.

MOTION to have Ryan Simatic write up contract for either Ownership or Lease for 100 years by McConnell / Johnson, motion carried.

DISCUSSION CBDG Grant for well. We are a good candidate for a grant because of our nitrate levels, population and percentage of people with low income. Our Account Manager said there is a grant up to 1 million dollars that would help with the cost of the new well. That money wouldn’t have to get paid back. More investigating needs to be done.

MOTION to continue to investigate the CDBG grant for the well by McConnell / Ebensperger motion carried.

DISCUSSION US Post Office Contract – They will pay $2500.00 dollars per year and it’s a 5-year contract beginning March 1st, 2027. The firm that handles the contract would get $500.00 fee for handling the paperwork. The current contract was $1350.00 a year. So, it increased.

MOTION to Reup the US Post Office contract by McConnell / Baker, motion carried.

DISCUSSION Kim P/T – Sandra F/T Village Clerk will be effective April 14 the beginning of a pay period. Kim to work between 20-30 hours a week. Kim to keep her insurance and pay of $25.50 per hour and increase Sandra pay by $1.00 per hour. Look into performance reviews to base raises and bonuses on. Kim would like to remain as a Zoning Administrator and Treasurer for the time being. Both Kim and Sandra will get $50.00 each month for their phone bill. Sandra will spend the next 4 months transitioning and learning the Treasurer position.

MOTION to appoint Sandra as Village Clerk McConnell / Ebsensperger, motion carried

MOTION to appoint to keep Kim on as Treasurer and Zoning Administrator to the end of the year McConnell / Johnson, motion carried.

MOTION to pay $50.00 for both Sandra and Kim’s phone bill until the end of the year Johnson / Ebensperger, motion carried.

MOTION to Approve Bills by Ebensperger / Johnson, motion carried.
