GENERAL MEETING November 13, 2024

PRESENT: Norman Baker, Jon Ebensperger, Terry Johnson, Jerry McConnell, and Roger Spindler,  Sandra Goultte, Kimberly Lunda, Chris Zenner and Sara Schutz

CALL BOARD MEETING TO ORDER

MOTION: to Accept October 9, 2024, Board Meeting Minutes by Ebensperger/Johnson motion carried.

DISCUSSION: Francis Schelfhout visited from the State of Wisconsin. To present a resolution to designate  the area of State Highway 35 that is within Village limits as the Designation of the Mississippi River Trail. Resolution was adopted.  There will be signs put up in the future

MOTION: to adopt Resolution Mississippi River Trail System within the Village of Bay City Limits by McConnell/Ebensperger, motion carried.

PUBLIC WORKS: Chris reported that they had to work on the actuator at the ponds and they are waiting On parts and using a bypass valve. Jeff and Chris will be working on that together in order to get the new Blower repaired. DNR was here to go over a report that Public Works has been working on.  Several Tree Services have looked at the trees in the campground and will give estimates for the removal of the the dead elm and other trees. Brennen is done with the dredging for this year, they are leaving the dredge in the lake by the dock area for the winter and they will be leaving the Conex in the campground per board approval.  If we do experience flooding, they will be contacted in the spring to remove the Conex building and the fuel tank that is placed in the campground.  Chris then asked the board about Adding one day per year after 5 years of employment on the vacation time. The board felt that this would Be a good incentive and they approved the addition.  Chris brought the board a few estimates on How much a new John Deere skid loader would be the board asked him to do additional research On what they would get out of our tractor and what we could possibly sell the Johne Deere tractor for just outright with no trade. Chris will do the research and get back to the board when completed.

MOTION to approve adding one day per year to vacation time after 5 years of employment up to 10 years By McConnell/Johnson, motion carried.

DISCUSSION on Bonus’s for the Campground Attendants, Steve and Penny Franzen. The board felt that they Had completed a successful year and did an outstanding job with helping during the flooding in June and July of 2024 and a bonus was awarded to them.  The plaques will be mounted on the bathroom building In the Spring of 2025 after the weather turns warmer. Trustee Baker will get a piece of steel that the Plaque can be mounted on and will help Chris mount it.

MOTION to pay Campground Attendants Steve and Penny Franzen a bonus of $1,500.00 by McConnell/Johnson, motion carried.

DISCUSSION on the Vacated Building Ordinance, the board wanted this tabled until they had a chance to review the ordinance further.

DISCUSSION on employee compensation, the board felt that all employees were deserving of extra compensation and awarded everyone a $.50 cent raise

MOTION to award all employees an extra $.50 to their hourly rate by Baker/Ebensperger, motion carried.

MOTION  to approve operator’s license for Ashley Rose by Ebensperger/Baker, motion carried.

DISCUSSION on Animal Control was tabled until the following month in order for the board to review This further and the clerk could provide more documentation on the contract.

CLOSED SESSION WAS NOT NEEDED FOR THIS MEETING.

DISCUSSION on any tabled topics: President Spindler wanted the board to know that Bruce Andrews was interested in purchasing some land to possibly put some cabins on and wanted to know of any land that they could think of that he might purchase. The School House land and several other lots were suggested.

MOTION to pay the bills by Ebensperger/Baker, motion carried.
