GENERAL MEETING June 12, 2024

PRESENT: Norman Baker, Terry Johnson, Jon Ebensperger, Roger Spindler Kimberly Lunda & Chris Zenner, Trustee #4 Jerry McConnell was not present

CALL BOARD MEETING TO ORDER

MOTION: to Accept the May 8, 2024, Board Meeting Minutes by Baker/Ebensperger motion carried.

DISCUSSION:  DNR Brenda Kelly was not on hand for the presentation, so this was tabled

DISCUSSION: Nick Chyko with J.F. Brennan was here to update the Village about what is happening with the dredging project. They have put in all the piping in the areas that they will be working this year but due to the high water they cannot work, the water has to go down at least six (6) feet in order for them to start dredging. The way it stands now they will be continuing into 2025 because of the delay in the project now.

PUBLIC WORKS -CHRIS ZENNER – DNR was in for an inspection at the Wastewater/Sewer Plant He was able to meet President Spindler and told him that the inspection was very good and that very thing looks very good, we just had a few things that needed correction. One was that the wastewater sampler needed to be repaired and Chris had received an estimate on this already the board told him to move forward with the repairs.  The water tower is due for the 5 year inspection. There is some rust that needs to be repaired and that the company that does this inspection and repair will be coming sometime in August. Chris reported that he had to replace batteries in the sinks at the campground. An additional bid came in for the concrete/sidewalk work for this year. If we tear out the concrete the cost would be much less than the previous bid.  The bid was over $22,000.00 for the first bid and the second bid was $13,596.00 but if  we tore out it would be down to $6,336.00. We are going to look into seeing what Glen Anderson would charge us to tear it out for us.

DISCUSSION: The board discussed what they want to do for the part of Tank Street on the block just past 6th Street going toward 7th Street where the Legion has put their Veterans Memorial Without intentionally doing so they put the entrance to the memorial about 6 feet into what could be Tank Street, currently there is no street at that location. The board discussed it and they want to vacate a portion of Tank street about 300 feet into it and leave the rest available in case someone bought the schoolhouse lot a driveway or roadway could be put in that portion. A Zoning Board Meeting will be scheduled for them to decide on this.

DISCUSSION: On what is going on with the scheduling of Bay City Days, the board was updated and agreed that they would pay for the bouncy house for the kid’s area. If we have other expenses they would like a listing of those and it will be discussed at the next board meeting.

MOTION for the Village to pay for the Bouncy House for Bay City Days 2024 by Ebensperger/Johnson, motion carried

DISCUSSION: On allowing Jesse Hohmann to work up to 40 hours in the cemetery to help us get the correct people in the spots that they are buried in and to get the dates of birth and death entered into our Crypt Keeper software so that it can be accessible to the public and that we  have the correct information entered.

DISCUSSION: on removing Beverly Bach from our Banking and Adding Sandra Goulette the board all agreed that this needed to happen.

MOTION to remove Beverly Bach and add Sandra Goulette to the banking accounts by Baker/Johnson motion carried.

MOTION to Approve Liquor Licenses for Dollar General, Chef Shack, Handy Mart, Outpost and Sabes by Ebensperger/Johnson, motion carried.

MOTION to Approve Operators License for Jamie Bach, Gwen Brenner, LuAnn Dahl, Ann Marie Ellingson,  Shayla Hamann, Dana Hetrick, Jolenne Jamison, Daisy Knight, Fred Oelker, Lynda Rieck, Patricia Schmitz, Jeffery Walber, by Johnson/Baker, motion carried.

MOTION to go into closed session – roll call vote per Wis. State 19.85(1)(g) to confer with Legal Council (either by phone or in person) who is rendering oral or written advise concerning strategy to be adopted by the board with respect to litigation in which it is involved with David Meixner or the ex-Campground Manager, Krista Phernetton.

MOTION to Return for Closed Session – Roll Call

DISCUSSION: The contract for the Campground Attendants was reviewed by the board, several areas of wording on the contract need to be changed and the payment for the attendant  will be $1,500.00 plus 20% of the Daily, Weekly and Monthly sites.

MOTION to Approve the Campground Attendant Contract with correction to be made by Baker/Ebensperger, motion carried.

MOTION to Pay Bills by Baker/Ebensperger,  motion carried.
