COMBINATION BUDGET PREP/ADOPTION/GENERAL BOARD MEETING DECEMBER 4, 2024

PRESENT: Norman Baker, Jon Ebensperger, Terry Johnson, Jerry McConnell, and Roger Spindler,  Kimberly Lunda, Sandra Goulette, Chris Zenner

CALL BOARD MEETING TO ORDER

DISCUSSION on Budget numbers for 2025 the board asked a number of questions related to the documents that were provided to them by the clerk.  A review of last year’s budget was completed. The board wanted to go through what the campground had spent and made. We did come out with a surplus at the end of the year for the campground after all the upgrades were made and after all expenses were paid so for the season. It is expected that with tree removal we will come close to being even with the payments on the upper campground and all of the other expenses that need to be paid.  The board is looking into upgrading all the electrical on the water side of the campground for 2025.

MOTION to accept the proposed budget as set forth on the public posting and all other budgets set forth in our budgeting software program, which is based on our expenditures for 2024 by Baker/Ebensperger. motion carried

PUBLIC WORKS: Chris reported that the sander has been loaded up and is ready for the winter season. Brennan requested to be able to leave the Connex building at the campground, they are aware of the flooding issue and will come in and remove it if flooding is forecast but wanted to leave it in place. The board wants us to come up with a liability release form for them to sign in the event the Connex was Not moving before any flooding would occur.  The clerk will provide a liability for the site manager Nick Chyco to sign. Chris was questioned by the board about his research into trading in the tractor for  a skid loader . Chris brought in several of the pricing sheets from John Deere, and the board wanted to know further information on some of the information that he provided.  He needs to find out the hours on the used equipment and also what our tractor is worth outright in order for the board to make a decision on if they wan to sell the tractor outright or if we want to put it on auction.

DISCUSSION on setting the caucus date, the board decided that the caucus will be at 6:00pm prior The board meeting on January 8, 2025.

MOTION to set caucus date to 6:00pm on January 8, 2025, prior to the board meeting by Ebensberger/Johnson, motion carried

MOTION to table Owen Assessing contract until we can look into who everyone else has  for their assessor by Ebensperger, Johnson, and motion carried.

MOTION to accept bid from Bruce Andrews Seamless Gutters for the bid on Village Halls upper door by McConnell/Johnson, motion carried

MOTION to accept bid from BK Exteriors for the shop walls to be repaired by Johnson/Baker, motion carried.

DISCUSSION on raising the pay for our election workers, the board discussed the topic and agreed on a raise.

MOTION to raise the poll workers’ pay from $10 to $15 per hour and Chief Inspectors Pay from $15 to $20 per hour by McConnell/Baker, motion carried.

MOTION to go into closed session – roll call vote per Wis. State 19.85(1)(g) to confer with Legal Council (either by phone or in person) who is rendering oral or written advice concerning strategy to be adopted by the board with respect to litigation in which it is involved with David Meixner.

MOTION to Return for Closed Session – Roll Call

ACTION FROM CLOSED SESSION

MOTION to transfer funds paid to the Village by David Meixner to the loan that we have for the litigation by McConnell/Ebensperger, motion carried.

MOTION to have Attorney Simatic, or Attorney Loberg draft a letter to Mr. Meixner and his attorney informing them of the contempt of court for not restoring the land the way it was prior to him removing the loop road and putting up barriers to the roadway and then giving him a deadline of June 1, 2025, to have the work completed by McConnell/Baker, motion carried.

MOTION to pay the bills by Ebensperger/Johnson, motion carried.
